| WTO to establish expert panel on China's dispute with EU/US/Canada on automotive parts |

A meeting of the World Trade Organisation’s Dispute Settlement Body agreed yesterday to establish an expert panel of three to five people to investigate whether Chinese auto parts import duties violate WTO trade rules, as alleged by the EU, the US and Canada, which made a joint request for the expert panel. Their previous request, made last month, was blocked by China, but WTO members are entitled to block such requests only once.
China considers car parts as equivalent to a whole built-up vehicle if they account for 60% or more of the value of an assembled vehicle, and charges a higher import tariff on them, insisting that the measure is intended to keep "criminal elements" from exploiting the difference between tariff rates for entire automobiles and components, and to protect consumers' interests.
China's Ministry of Commerce expressed regret over the action: "China has showed great sincerity in clarifying the facts and its views during consultations with the EU and the United States," a spokesman said.
This is the first time that China has faced litigation at the WTO, which it joined in 2001.
The WTO expert panel will be in place in 45 days after its approval, and is likely to complete its first report within six months.
